Not by itself. Not eating usually has an ordinary explanation, and the section below covers what to check. It becomes urgent when it arrives alongside one of the 5 same-day signs, or when it does not resolve once the cause is fixed.

Telling a normal shed from a stuck one
Days before anything lifts, the skin over the area dulls, gray, chalky, almost white against the surrounding color. Most dragons get itchy and irritable with it, may go off food, and will rub against decor deliberately. Then the old skin lifts away with no resistance at all.
There is one test, and it works anywhere on the body:
Retained skin is often dry and brown while normal ecdysis occurring in a piecemeal fashion is flexible and transparent.

Flexible and translucent means it’s in progress, leave it. Dry and brown means it’s retained, act.
The tail is the usual late finisher. Its skin is thicker and gets far less abrasion than the head, chest and legs, which is also why it’s the most common site of retained shed.
Dragons eating their own shed is normal and doesn’t need preventing.
